چکیده

Undesirable consequences of dangerous goods incidents can be mitigated by quick arrival of specialized response teams at the accident site. We present a novel methodology to determine the optimal design of a specialized team network so as to maximize its ability to respond to such incidents in a region. We show that this problem can be represented via a maximal arc-covering model. We discuss two formulations for the maximal arc-covering problem, a known one and a new one. Through computational experiments, we establish that the known formulation has excessive computational requirements for large-scale problems, whereas the alternative model constitutes a basis for an efficient heuristic. The methodology is applied to assess the emergency response capability to transport incidents, that involve gasoline, in Quebec and Ontario. We point out the possibility of a significant improvement via relocation of the existing specialized teams, which are currently stationed at the shipment origins. 2005 Elsevier Ltd. Mathematical Models and Algorithms for Logistics Operations: The Case of Hazardous Materials

Hazardous Materials transportation risk mitigation may be achieved by reducing the accident probability and alleviating the associated potential consequences. The consideration of risk as a criterion for selecting Hazardous Materials distribution routes contributes substantially to the reduction of accident probability and the severity of the accident consequences. Furthermore the optimum deplo...

Multi-objective evolutionary emergency response optimization for major accidents.

Emergency response planning in case of a major accident (hazardous material event, nuclear accident) is very important for the protection of the public and workers' safety and health. In this context, several protective actions can be performed, such as, evacuation of an area; protection of the population in buildings; and use of personal protective equipment. The best solution is not unique wh...

Multi-Objective Location-Routing Model With Multiple Transportation Modes For Designing Relief Networks Under Uncertainty‎

A three-level relief chain including a number of suppliers in fixed locations, candidate distribution centers and affected areas at certain points are considered. A mixed integer nonlinear programming model is proposed for open transportation location routing problem by considering split delivery of demand. To solve a realistic problem, foregoing parameters are considered as fuzzy in our propos...
